Erneut finden in der Zentralen Ausländerbehörde (ZAB) Dortmund mehrere Abschiebeanhörungen statt: vom 16. – 18.09.08 mit nigerianischen Botschaftsangehörigen und vom 22. – 24.10.08 mit Botschaftsangehörigen der DR Kongo sowie irgendwann im Herbst zu Albanien.
Es reicht!
Eine der wesentlichen Aufgaben der Zentralen Ausländerbehörden in Nordrhein-Westfalen ist die Beschaffung von Passersatzpapieren. Dabei hat sich die ZAB Dortmund in den letzten Jahren immer wieder durch die Organisierung dubioser Sammelanhörungen hervorgetan. Niemand kann ohne Papiere abgeschoben werden. Um also „Reisepapiere“ zu beschaffen, werden bei solchen Anhörungen Flüchtlinge und MigrantInnen zwangsweise Botschaftsangehörigen oder Delegationen aus ihren (vermeintlichen) Herkunftsländern vorgeführt. Diese bestätigen dann, es handele sich um „ihre“ Staatsangehörigen, und stellen Papiere aus: Schließlich werden sie von den hiesigen Behörden dafür gut bezahlt. Auch Flüchtlinge, die während ihrer Anhörung schweigen oder aus einem anderen Land stammen, werden so schon mal zu MitbürgerInnen der Botschaftsangehörigen oder Delegationsmitglieder erklärt.
Wir erinnern uns an einige Beispiele von Sammelanhörungen in Dortmund:
Guinea – ein Fall von doppelter Korruption: Im Anschluss an die Anhörungen durch eine guineische Delegation im Jahr 2006 berichteten Flüchtlinge, der Leiter der Delegation sei in seinem Land ebenfalls als „Schlepper“ tätig und habe sie nach Europa gebracht. Trotz dieser Bloßstellung des Delegationsleiters als „Doppelverdiener“ und der Fragwürdigkeit seiner Dienstleistungen wurden die Angehörten mit den ausgestellten Papieren nach Guinea abgeschoben.
Nigeria – die Botschaft nimmt jede/n: Bei den im Februar stattgefundenen Anhörungen durch nigerianische Botschaftsangehörige gab eine Vielzahl der Vorgeladenen an, aus anderen afrikanischen Ländern zu stammen; tatsächlich ist die Botschaft Nigerias mittlerweile für ihr „Entgegenkommen“ bundesweit bekannt. Einer Berliner Gruppe gegen Abschiebehaft zufolge ist zu beobachten, dass Menschen aus Afrika oft eine nigerianische Staatsangehörigkeit angedichtet wird, nachdem andere Botschaftsvorführungen erfolglos waren.
Kongo – Abschiebungen in einen unbeendeten Krieg: Im April dieses Jahres fand in Dortmund eine Anhörung vermeintlicher StaatsbürgerInnen aus der Demokratischen Republik Kongo statt. Der Konflikt im Kongo hat dem International Rescue Committee zufolge seit 1998 5,4 Millionen Todesopfer gefordert. Ende letzten Jahres berichteten verschiedene Zeitungen (zum wiederholten Mal) über Massenvergewaltigungen.
Auch in anderer Hinsicht spielt die ZAB Dortmund eine Rolle als „Zentrale Abschiebebehörde“; so ist sie beispielsweise zuständig für:
– die „Betreuung der ausreisepflichtigen Ausländerinnen und Ausländer in den Abschiebungshafteinrichtungen“;
– die „Vorbereitung und gegebenenfalls Begleitung von Sammelchartern in die Türkei“. Dem letzten Jahresbericht von amnesty international zufolge gibt es nach wie vor Folterungen in der Türkei;
– die Führung eines Archivs „der als angeblich aus dem Libanon kommend eingereisten türkischen Staatsangehörigen“ und die Koordination der entsprechenden „Ermittlungstätigkeit örtlicher Ausländerbehörden“. Tatsächlich kämpfen aus dem libanesischen Bürgerkrieg geflüchtete KurdInnen mittlerweile seit Jahren dagegen, als so genannte „Schein-Libanesen“ in die Türkei abgeschoben zu werden.
Wir fordern:
Schluss mit der skandalösen Anhörungspraxis und dem Geschäft mit den Passersatzpapieren!
Keine Geschäfte mit dem Leben von Flüchtlingen und MigrantInnen!
Niemand verlässt den Ort, an dem er oder sie lebt, ohne Grund! Wer bleiben will, muss bleiben können!

Again several deportation hearings will take place at the Dortmund Central Foreigners Authority (Zentrale Ausländerbehörde (ZAB) Dortmund): with Nigerian embassy officials from 16-18 September 08, with embassy officials of the Democratic Republic of the Congo from 22-24 October 08, and an Albania hearing sometime in autumn.
It’s enough!
One of the fundamental tasks of the Central Foreigners Authorities in North Rhine-Westphalia is the procurement of passport substitute documents. Over the last years, the Dortmund Central Foreigners Authority has again and again „distinguished itself“ by organising dubious collective hearings.
Nobody can be deported without papers. Therefore, in order to obtain travel documents, refugees and migrants are forced to attend hearings with embassy officials or delegations from their (alleged) countries of origin. These officials then confirm that the refugees concerned are „their“ citizens and issue documents: After all, they are generously paid for this by the German authorities. Thus even refugees who keep silent during their interviews or come from other countries may be declared fellow citizens of the embassy officials or delegation members.
These are just a few examples of such hearings that took place in Dortmund:
Guinea – a case of double corruption: In the aftermath of hearings conducted by a Guinean delegation in 2006 refugees reported that the head of the delegation also acted as a „people smuggler“ in his country and that he had brought them to Europe. In spite of this exposure of the delegation’s head as a „double jobholder“ and the dubiousness of his services the documents issued were used for deportations to Guinea.
Nigeria – the embassy accepts everybody: In the context of interviews conducted by Nigerian embassy officials in February a large number of those summoned to the hearing said that they were from other African countries; in fact, by now the Nigerian embassy is known for its „willingness to cooperate“ throughout Germany. According to a Berlin group against pre-deportation detention it can be observed that people from Africa are often attributed a Nigerian citizenship, if other embassy hearings have been unsuccessful.
Congo – deportation to a still war-torn country: In April this year, interviews of supposed citizens of the Democratic Republic of the Congo took place in Dortmund. According to the International Rescue Committee the Congo conflict has claimed the lives of 5.4 million people since 1998. At the end of last year articles on mass rape (once again) appeared in several newspapers.
Also in other respects the ZAB Dortmund plays an important role as a „central deportation authority“; it is, for example, responsible for:
– „taking care of foreigners obligated to leave Germany who are held in detention facilities pending deportation (Abschiebungshafteinrichtungen)“;
– „preparing and, if necessary, accompanying collective charter flights to Turkey“. According to amnesty international’s latest annual report torture still exists in Turkey;
– keeping an archive of „Turkish citizens who have entered Germany purportedly coming from Lebanon“ and coordinating the corresponding „investigations of local foreigners authorities“. Kurds who fled the Lebanese civil war have actually been fighting against being deported to Turkey as so-called „fictitious Lebanese“ for years.
We demand:
The immediate stop of such scandalous hearing practices and of the trade in passport substitute documents!
The lives of refugees and migrants are not for sale!
